DSEAR and Diesel Fuel

DSEAR and Diesel fuel:  Since 1stJune 2015 when the upper flashpoint for flammable liquid was increased from 55°C to 60°C, diesel (EN590) and similar fuels have been subject to Dangerous Substances and Explosive Atmosphere Regulations (DSEAR) 2002.

DSEAR is enforced by the Health and Safety Executive.

There is now a duty on organisations that store and dispense diesel fuels to carry out a risk assessment.

Simon Fowler Design and Commercial Fuel Solutions have responded by developing a site manual that incorporates the requirements of the Control of Pollution Regulations (COP), DSEAR incorporating maintenance and training records.

As part of the process we undertake an electrical inspection to identify any potential ignition sources and then carry out a full COP compliance assessment and DSEAR risk assessment.

Once the manual is completed, the annual fuel installation inspection should suffice to provide ongoing compliance with the law, although a reassessment should take place every five years.
